Bukit Selambau - Racial Breakdown by Saluran

Unfortunately, our countrymen and women still vote on racially based issues. Hence it is still important to analyze racial composition of voters. But only the government has all the detailed breakdown. Here is our attempt at balancing the information power, and to come up with an estimation voter ethnicity distribution down to the voting stream.

Our algorithm is based on the patterns in voter names:

  • Our algorithm is crude, but still ends up with reasonably accurate and useful results,
  • It currently cannot handle the Dayak name pattern (as in Batang Air). We will improve it later,
  • The "Other" minority ethnic names, such as Thai names, tend to be lumped into the "Chinese" category, inflating it by perhaps 1% where the "Other" is significant, such as 1% in Bukit Selambau,
  • We have compared the official ethnic breakdown (from UNDI.info) against this estimation, both using the older GE12 roll. The results are very close, with differentials from 0.1% for the Malay component to 1.5% for the Chinese components, at the DUN or parliament level.
  • Further, because any estimation bias is likely to be cumulative (not offsetting), a small error at DUN level would mean EVEN SMALLER errors at DM or Saluran level.

Although a practically useful estimation, this is still only a crude estimation.

Bukit Selambau Changes - 553 additional and 390 deleted voters

In Bukit Selambau, 553 voter ICs were added and 390 voter ICs were deleted after GE12. The most changes took place in a few modern-sounding housing areas. As expected, the largest additions are in the 21-29 age group, and largest deletions in the 71-79 age group.

Is there anything sinister in these data? Not on the 10 police IC number changes. The size of the the roughly 390-550 regular voter changes over the first 3 quarters of 2008 look normal. Only field verification can tell more. Detailed lists of additions/deletions on a voter-by-voter basis are available for field verification.

What do "Additions" and "Deletions" mean? We have a table here that list the categories under each: Supplementary Voter Lists 2008q1 and 2007q4


Table A shows that, in Bukit Selambau (N25 under P014 Merbok), between 2007 Dec 31 (gazetted on 2008 Feb 5 for GE12) and 2008 Sep 30 (gazetted on 2009 Feb 19? for by-election):

  • Overall, it looks like 553 voters were added and 390 deleted.
  • In reality, 10 of these additions and deletions are "illusions." These are 10 police personnel who remained, only having their IC numbering changed,
  • These are examples of actual pairs of changed police IC in Bukit Selambau: R0075654>RF75654; RT007366>RFT7366; R0107927>RF107927; R0102805>RF102805
  • Another 2 police voters actually retired or moved out, and were really deleted,
  • Non-police voter additions totaled 543 during the 3 quarters, and deletions totaled 378,
  • The net change was 163 additional voters over 3 quarters, increasing the total voter count to 35,140.

Table B shows:
  • How many additions and deletions are grouped under each DM (Daerah Mengundi, voting districts),
  • The most changes took place in the DMs of Taman Bandar Baru, Taman Ria Jaya, and Taman Ria Selatan.
  • Taman Bandar Baru is where we have found a cluster of voters with house numbers, but not street names.

No Street Names Despite Modern Housing in Bukit Selambau

Another problem with SPR data is the many voters registered without street names in modern housing areas, despite having a house number. More than 2/3 of voters in Taman Bandar Baru (the "new town garden"), eg, are registered with house number, but without street address.

While the previous blog entry highlighted a large number of voters registered without house number, this article questions those registered even with house numbers but without the street name. Such vague registration opens the ground for possible electoral frauds and phantom voters.

Why should SPR repeat the address information of Taman Peruda/Taman Peruda (DM/lokaliti), or Taman Bandar Baru/Taman Bandar Baru Sg Lalang, but miss out the street name (such as Lorong 1 or Jalan 1)?

This issue is similar to the "big houses" issue discussed in


Table A shows that in Bukit Selambau (N25 under P014) in Kedah:
  • 94 addresses of "big houses" are each registered with 15 or more voters ,
  • these are addresses with specific house number,
  • an example is that 85 voters live in 014/25/04/007 (Merbok/Bukit Selambau/Taman Bandar Baru/Taman Bandar Baru Sg Lalang ), registered WITH the house number 7
  • What's going on? Why such a "big house?"
  • Why does SPR repeat the information "Taman Bandar Baru" twice but not give information on what "Jalan" or "Lorong"?
  • Table B will group them into mainly 2 large clusters of such voters.

Table B shows that:
  • There are 2 clusters of houses where SPR recorded specific "house numbers" but failed to record or publish the "street name and numbers," such as "Jalan 1" or "Lorong 1".
Cluster 1: Taman Bandar Baru Sg Lalang
  • This makes it difficult to verify the existence of these voters, and easy to commit election fraud with phantom voters.
  • The voters in these 60 houses total 2,729 persons, and represents 65% of the 4,179 voters within this DM (014/25/04 or Merbok/Bukit Selambau/Taman Bandar Baru)
  • There must be more cases below 15 voters in the same addresses, and the percentage of those who appear to live in "big houses" must be higher than 65%.
  • These are not old "kampong" or village addresses, or apartments,
  • They appear to be modern housing areas, judging from the name (Taman Bandar Baru Sg Lalang) and map of the neighbourhood on WikiMapia.org (see right).
  • When we Google for "kedah 'taman bandar baru' lorong or jalan" we readily found specific examples of Lorong or Jalan names and numbers (eg, Lorong Jati) for this housing estate.
Our questions:
  • Had SPR been negligent and not properly registering and publishing these voter's "Lorong/Jalan" names and numbers?
  • Doesn't this make it difficult for election observers, even SPR itself, to verify the existence of these voters?
  • Doesn't this make it easy for someone to commit election fraud and plant phantom voters?
  • If SPR had strictly followed a voters' ICs (MyKad) because the ICs contain incomplete address, how can the National Registration Department be so careless about the full address?
Cluster 2: Taman Peruda
  • Another cluster is 014/25/11/002 or Merbok/Bukit Selambau/Taman Peruda/Taman Peruda
  • There are 33 houses here that appear to house 15 or more voters each.
  • When we Google for "kedah 'taman peruda' lorong or jalan" we readily found specific examples of Lorong or Jalan names and numbers (eg, Lorong 2) for this housing estate.

Use our phone camera to take photo of ICs with specific street name in these 2 clusters, to prove that SPR has not registered voters properly, or not publishing the information for voter verification.

Vague addresses - 20% without house numbers in Bukit Selambau

20% voters in Bukit Selambau are registered WITHOUT house numbers. The largest such address with blank house numbers has 339 voters. One DM has 90% voters WITHOUT house number.

SPR voter roll data are highly unspecific, making it difficult to verify voter existence, which leaves an opening for electoral frauds and the introduction of phantom voters:

  1. This article will show that many voters are registered by SPR without recording their specific address house numbers (the situation even worse in Batang Air, to be discussed in a later article),
  2. The next blog will show that, even when house numbers are registered, a large number of voters are registered without their specific street names (eg, Jalan 11) even in a modern housing estates, with the SPR recording only the name of the general housing area (eg, Taman Mewah).

This issue is similar to the "blank house number" issue discussed in:

Table A shows that
  • 20.4% of 35,140 voters, or 7,163, in Bukit Selambau (N25 of Kedah, under P014 Merbok) are registered on SPR voters roll without house number (NoRumah).

  • 6 of them have over 300 voters.

  • We have "cleaned up" the house number (NoRumah) data field, because SPR has been inconsistent with house number format, such as using "" blanks, "Null", "Nil", "Tiada", or "-" to represent the same thing.

Table C shows that, in N25 Bukit Selambau of Kedah (under P014 Merbok):
  • 5 out of 22 DMs (Daerah Mengundi, voting district) have more than 80% of voters registered WITHOUT house numbers (NoRumah),
  • The highest rate is at 014/25/15 or Merbok/Bukit Selambau/Petani Para, with over 90% blank house numbers.
  • 8/22 DMs have over half of voters registered without house numbers.
  • In the next blog entry, we will see that even those DMs with low rate of blank house number are problematic!
  • We will see that, for example, Taman Bandar Baru (014/25/04, more than 1/2) and Taman Peruda (014/25/11, more than 1/3 voters) contain a large number of voters registered with house number, but without specific street names (eg Jalan 1)!
  • So SPR has published voter roll that despite looking good in table C below, is making voters difficult to trace and verify (see next blog entry).

Bukit Selambau - 15 centenerians among awakened young voters

N25 Bukit Selambau of P059 Merbok has 15 voters of age 100 or more, and 63 voters of age 90-99. More than 1/4 of voters are of age 40-49. The most noticeable slice is the large 16% of voters in the 21-29 age range, compared to 8% in Batang Air and 13% in Bukit Gantang.

Table A shows that:

  • Bukit Selambau's voters has increased by 163 between end of 2007Q4 (voters roll gazetted 2008 Feb 5 for GE12) and end of 2008Q3 (this by-election roll),
  • Most of the increase came from the youngest slice of voters, aged 20-29, with an increase of 289 voters or 5%,
  • During the period, SPR deleted 4, 10, and 40 voters from the 100+, 90-99, and 80-89 age groups, respectively.
  • The 40-49 year-olds make up the largest group at 26.5% of voters, followed by the 30-39 year-olds at 22.8%.

Separately, we have vote details that show:
  • The oldest voters were born in 1883 (1 person), 1901 (2), and 1902 (2), all having the new 12-digit IC numbers.
  • Many of the older voters have addresses in the rubber estates, which may have made it difficult for SPR to track them down. They have addresses such as Thye Seng Estate, Ladang Sg Tok Pawang Div 2, Ladang United Petani, etc.

P014 N25 Bukit Selambau - Large DUN with 22 Voting Stations and 64 Streams

Although only a state seat, Bukit Selambau has 35,140 voters, and is larger than 60 parliamentary seats. Voters will vote at 22 voting stations (TMs) and 64 voting streams (saluran). The largest 2 voting stations will be crowded with 5,122 and 4,179 voters respectively.

According to the electoral roll used in GE12, Bukit Selambau was the 22th largest DUN out of 576 DUNs (excluding the pitiful KL and other FTs which were taxed without state representation). In contrast, P203 N 29 Batang Air, another state assembly seat undergoing by-election also on April 7, was the 543th largest out of 572 state seats in Malaysia.

As of GE12, Bukit Selambau DUN was larger than 60 out of 222 parliamentary seats, and was larger than the parliamentary seats of Sandakan (~33k voters), Langkawi (~30k), Gua Musang (~29k), Kuala Kangsar (~28k), Labuan (~21k), and Putrajaya (<7k).

Bukit Selambau should have been represented by its own MP in the parliament, instead of remaining just a DUN!

Table A, C, and D show that:

  • We are dealing with a single DUN only, P014 N25 Bukit Selambau
  • Bukit Selambau has 35,125 non-postal voters, and only 15 postal voters.
  • Postal voters include 10 police personnel, and 5 outstation/absentee voters
  • This DUN (state assembly seat) contains 22 voting districts (DM, Daerah Mengundi).
  • Each DM is using 1 voting station/centre (TM, Tempat Mengundi). There are no DMs sharing a TM.
  • There are 64 voting streams (saluran) in this DUN.

Understanding P014N25 - Bukit Selambau State Seat, Kedah


Where is the P014 N25 state seat Bukit Selambau? What do the maps look like? How many postal and non-postal voters are there now? How have voters there voted?

Foothill rubber plantations

Bukit Selambau (N25 ) is one of two state assembly seats under the Merbok parliamentary seat (P014) in southern Kedah. Bukit Selambau is located east of the coastal highway No.1, and east of the old rail road and two golf courses. It is is northeast of Sungai Petani, hence has a couple of industrial areas to its south. See Wikimapia.org map of highways.

Bukit Selambau is centered on a low hill east of Gunung Jerai and west of middle-section of Sungai Muda (where it runs north-south), which itself skirts the west of the Malaysian-Thai border mountain range.

Bukit Selambau's slopes and proximity to railroad and its northwest-peninsula's drier seasons historically made it a rubber plantation area with large ethnic Indian descendant population of rubber plantation labourer. This background is reflected in many locality names, and the non-specific voter addresses without house numbers, an issue we will discuss in later blog entries. Table A below shows that:

  • N25 Bukit Selambau is a state-assembly-level (DUN) constituency, as opposed to the other parliamentary seat of Bukit Gantang in Perak (with 3 DUNs).
  • Bukit Selambau is a large one for a state-level seat, with 35,125 voters. In contrast, the largest DUN in Bukit Gantang has only nearly 25 thousand voters . Sarawak's Batang Air DUN by-election will involve only about 8 thousand voters.
  • There are 22 DMs (Daerah Mengundi, voting districts).
  • There are 22 TMs (Tempat Mengundi, voting stations), which means there are no sharing of voting stations across voting districts. This also means NGOs need to send at least 22 observers to just cover each voting station with one person.
  • There are 64 voting streams, typically a voting classroom.
  • Not shown in the table: Of the 15 postal voters, 10 are police personnel in 2 police stations. Five are absentee voters currently not living locally.
