Bukit Gantang - Voter Breakdown by Ethnicity, By Saluran

We crudely estimate the racial composition of Bukit Gantang voters by DUN, DM, TM, down to the saluran level.

Bukit Gantang changes - 1048 Additions and 957 Deletions

In Bukit Gantang, 1,048 voter ICs were added and 957 voter ICs were deleted after GE12. But 128 of these additions and deletions are actually the same police voters having their IC number format changed. The most changes took place in Changkat Jering DUN. The largest additions are in the 21-29 age group, and largest deletions in the 71-79 age group.

Is there anything sinister in these data? Not on the 128 police IC number changes. As for the roughly 900 regular voter additions and deletions over the first 3 quarters of 2008, the size of changes do not look abnormal. Only field verification can tell more.

Detailed lists of additions/deletions on a voter-by-voter basis are available for field verification. They can be broken down by:

  • DUN, DM, TM, streams, or localities
  • Age
  • postal vs non-postal voters
  • postal voters who have their ICs changed, or real changes (move-ins and move-outs).

Where do these data come from?
  • We compare 2 electoral rolls, data as of 2007 Dec 31 (gazetted on 2008 Feb 5 for GE12) and 2008 Sep 30 (gazetted on 2009 Feb 19? for by-election),
  • We trawled the data for voter IC which exist in the older GE12 roll, but do not exist in the newer by-election rolls. These are the "deleted" voters,
  • We trawled for the voter IC which exist in the newer by-election rolls, but do not exist in the the older GE12 roll. These are the "added" voters,


Table A shows that, in Bukit Gantang (P029):
  • Overall, it looks like 1,048 voter ICs were added and 957 deleted.
  • In reality, 128 of these additions and deletions are "illusions." These are 128 police personnel who remained in Bukit Gantang, only having their IC numbering changed,
  • Examples of actual pairs of changed police IC: RT008120>RFT8120; RT009431>RFT9431; R0091282>RF91282; R0101133>RF101133
  • Non-police voter additions (new registrations, moved in) totaled 920 during the 3 quarters, and deletions (moved out, death, other reasons) totaled 829,
  • The net change was 91 additional voters over 3 quarters, increasing the total voter count to 55,562.

  • How voter additions and deletions are grouped into locations, by DM and DUN,
  • This table contains only voters with 12-digit ICs (include postal voters who are absentee, non-police, non-military, voters).
  • Changkat Jering has the largest number of changes, followed by Kuala Sapetang.
  • In Changkat Jering, the 3 DMs with the most changes are Pengkalan Aor, Jalan Simpang, and Larut Tin.

Bukit Gantang - 70 Houses with 15 or More Voters

SPR appears to have discarded or hidden information about voters's street names. In Bukit Gantang, 70 "big houses" have 15 or more voters, registered with specific house numbers but many without street names. Two clusters stand out. There are 31 such houses in Changkat Jering/Larut Tin/Taman Sungai Mas. Another 20 such houses are located in Kuala Sapetang/Kamunting Station/Taman Mewah. We make some suggestions about how observers can document possible SPR negligence with camera phones.

The last blog entry was about addresses WITHOUT house numbers, but with many voters (over 200); such non-specific addresses tend to have very large number of voters.

This blog entry is about localities WITH house number but also many voters (over 15 voters in one house). These 70 "big houses" contain two clusters of houses in modern-sounding housing estates, which we will highlight in Tables B and C. It appears their street names (eg, Jalan 11) are missing, even though they look like modern housing estates (not old kampong) from their names and satellite maps.

Table A gives an overview that:

  • In Bukit Gantang, 70 houses, with specific house numbers, appear to have 15 or more voters "living" in these "big" houses.

  • They are all located at locality code (Kodlokaliti) 059/14/06/005, ie, P059 Bukit Gantang's Changkat Jering (N14), in Larut Tin DM, and in Taman Sungai Mas.
  • For example:
    • 24 voters are registered at house number 1, at Changkat Jering/Larut Tin/Taman Sungai Mas
    • 29 voters are registered at house number 2, at Changkat Jering/Larut Tin/Taman Sungai Mas
    • 26 voters are registered at house number 3, at Changkat Jering/Larut Tin/Taman Sungai Mas
    • etc
  • Our guesses:
    • This address looks like a modern housing estate, hence should have had their house numbers registered.
    • Their "Lorong" or "Jalan" names and numbers appear to be missing.
    • When we search Google for "perak 'taman sungai mas' lorong or jalan" we readily found specific examples of Lorong or Jalan names and numbers (eg, Jalan 11) for this housing estate.
  • The housing estate appears to be located here in WikiMapia.org map.
    • They don't look like long houses,
    • They don't look like traditional kampong address,
    • They don't look like rural residents who have to go to post office to pick up mail,
    • They don't look like high-rise apartments (which in any case are new buildings that should have been registered with the proper "block" numbers).
  • Our question: Had SPR been negligent and not properly registering and publishing these voter's "Lorong/Jalan" names and numbers?
  • If SPR had strictly followed a voters' ICs (MyKad) because the ICs contain incomplete address, how can the National Registration Department be so careless about the full address?

How to check possible SPR negligence in registering voter house number?
  • Let's check voter IC's addresses against SPR's voter roll info for Taman Sungai Mas (Table B) and Taman Mewah (Table C)!
  • Specific individual voter details as published by SPR are available for field checking at these 2 places.
  • If we can document that these voters' ICs contain the house number BUT SPR's data do not, there would be a major case to be made and presented to the MPs and media to make SPR improve the voter's roll, even without asking for laws to be changed.
  • To make such a case if any, observers should get photocopy/ phone-photo of voters who
    • are registered WITHOUT NoRumah or locality details,
    • BUT do have such details in the ICs.
  • Camera phone would be an advantage, because of these reasons:
    • they are handy for taking pictures; they can store a few dozen, and pictures can be sent directly or downloaded to PC, email, and blog sites (with some details blurred out to protect privacy).
    • voters may be more comfortable with camera phone, because not looking like photocopy, camera pictures can be made to avoid forgery cases. Photo taker can make sure of this with someone holding the MyKad with a thumb, and include the thumb/finger inside the photo.
  • If observer obtains photocopy of IC, the observers should cross-out the copy with double lines, then write the purpose in the blank space in the center. An experienced Streamyx distributor had suggested that IC copies be crossed out in this way in service applications, such as for Streamyx services. We should then write in the center of the IC copy, in the blank space, eg, "For Streamyx only." This is to enssure that the IC photocopy would be more difficult to be misused.

Cluster 2: Taman Mewah.

The story in Table C is similar to Table B:
  • A cluster of 20 houses with specific house numbers (NoRumah) are registered with 15 or voters living in them!
  • They are all located at locality code (Kodlokaliti) 059/13/01/011, ie, P059 Bukit Gantang's Kuala Sapetang (N13), in Kamunting Station DM, and in Taman Mewah.
  • For example:
    • 19 voters are registered at house number 1, at Kuala Sapetang/Kamunting Station/Taman Mewah
    • 28 voters are registered at house number 2, at Kuala Sapetang/Kamunting Station/Taman Mewah
    • 29 voters are registered at house number 3, at Kuala Sapetang/Kamunting Station/Taman Mewah

Bukit Gantang - 26% Without House Number

26% of voters in P059 Bukit Gantang are registered without specific house number. The Trong DUN has 50% voters without house number, and its Batu Hampar DM up to 90%. The three largest addresses without house number have 449, 424, and 407 registered voters.

Table A shows that:

  • Overall, in the parliamentary constituency of P059 Bukit Gantang, 26.1% or 14,480 out of 55,426 voters, are registered WITHOUT specific address (ie, blank house number).
  • An example is 059/15/10/002 or Batu Gantang / Trong / Permatang Raja / Kampong Permatang Raja, with 449 registered voters, where the "NoRumah" data field is left blank.
  • The small Trong DM has 50.7%, the highest rate of blank-house-number voters.
  • Changkat Jering DM has the lowest rate, but still at 15.4%.
  • In our analysis, we have cleaned up inconsistent addressing in SPR registration, treating "-" etc as "blank." We have exclude postal voters.

Bukit Gantang - A Dozen Centenerians

About 1/4 of voters in P059 Bukit Gantang are aged 40-49. Bukit Gantang still contains 12 voters over 100 years old, after the SPR aggressively deleted 31 in the past year.

Table A shows that :

  • most of the voters in rural Bukit Gantang are aged 30-59, totaling 67% or two-third.
  • The largest group is 40-49 year-old, totaling 24.2%.
  • In the past year, SPR aggressively deleted voters who are 100 years or older from the electoral roll, reducing the number from 43 to 12. The remaining ones are likely those whose documentations are difficult to trace.
  • SPR deleted 27 voters in the 90-99 year age group, leaving 168 on the list.

Where do voters vote in Bukit Gantang? How many voting stations are there and how many voters and voting streams in each?

Table A shows that:

  • There are three DUNs under P059 Bukit Gantang
  • There are 38 DMs (Daerah Mengundi, voting district) all together
  • Some of the DMs share the same TMs (Tempat Mengundi, voting station), so there are 32 TMs
  • There are 13DM and 11 TMs in Kuala Sapetang (N13), and 40 salurants (voting streams)
  • There are 11DM and 10 TMs in Changkat Jering (N14), and 47 salurants
