No Street Names Despite Modern Housing in Bukit Selambau

Another problem with SPR data is the many voters registered without street names in modern housing areas, despite having a house number. More than 2/3 of voters in Taman Bandar Baru (the "new town garden"), eg, are registered with house number, but without street address.

While the previous blog entry highlighted a large number of voters registered without house number, this article questions those registered even with house numbers but without the street name. Such vague registration opens the ground for possible electoral frauds and phantom voters.

Why should SPR repeat the address information of Taman Peruda/Taman Peruda (DM/lokaliti), or Taman Bandar Baru/Taman Bandar Baru Sg Lalang, but miss out the street name (such as Lorong 1 or Jalan 1)?

This issue is similar to the "big houses" issue discussed in


Table A shows that in Bukit Selambau (N25 under P014) in Kedah:
  • 94 addresses of "big houses" are each registered with 15 or more voters ,
  • these are addresses with specific house number,
  • an example is that 85 voters live in 014/25/04/007 (Merbok/Bukit Selambau/Taman Bandar Baru/Taman Bandar Baru Sg Lalang ), registered WITH the house number 7
  • What's going on? Why such a "big house?"
  • Why does SPR repeat the information "Taman Bandar Baru" twice but not give information on what "Jalan" or "Lorong"?
  • Table B will group them into mainly 2 large clusters of such voters.

Table B contains the same data as Table A, but re-grouped by Kodlokaliti, so that similar addresses are clustered together.


Table B shows that:
  • There are 2 clusters of houses where SPR recorded specific "house numbers" but failed to record or publish the "street name and numbers," such as "Jalan 1" or "Lorong 1".
Cluster 1: Taman Bandar Baru Sg Lalang
  • This makes it difficult to verify the existence of these voters, and easy to commit election fraud with phantom voters.
  • The voters in these 60 houses total 2,729 persons, and represents 65% of the 4,179 voters within this DM (014/25/04 or Merbok/Bukit Selambau/Taman Bandar Baru)
  • There must be more cases below 15 voters in the same addresses, and the percentage of those who appear to live in "big houses" must be higher than 65%.
  • These are not old "kampong" or village addresses, or apartments,
  • They appear to be modern housing areas, judging from the name (Taman Bandar Baru Sg Lalang) and map of the neighbourhood on WikiMapia.org (see right).
  • When we Google for "kedah 'taman bandar baru' lorong or jalan" we readily found specific examples of Lorong or Jalan names and numbers (eg, Lorong Jati) for this housing estate.
Our questions:
  • Had SPR been negligent and not properly registering and publishing these voter's "Lorong/Jalan" names and numbers?
  • Doesn't this make it difficult for election observers, even SPR itself, to verify the existence of these voters?
  • Doesn't this make it easy for someone to commit election fraud and plant phantom voters?
  • If SPR had strictly followed a voters' ICs (MyKad) because the ICs contain incomplete address, how can the National Registration Department be so careless about the full address?
Cluster 2: Taman Peruda
  • Another cluster is 014/25/11/002 or Merbok/Bukit Selambau/Taman Peruda/Taman Peruda
  • There are 33 houses here that appear to house 15 or more voters each.
  • When we Google for "kedah 'taman peruda' lorong or jalan" we readily found specific examples of Lorong or Jalan names and numbers (eg, Lorong 2) for this housing estate.

What can be done?

Use our phone camera to take photo of ICs with specific street name in these 2 clusters, to prove that SPR has not registered voters properly, or not publishing the information for voter verification.

In the above link, we suggest how field observers can verify whether these voters really do not have house numbers in the IC/MyKad. If so, then the pressure should be on NRIC to include these crucial information in ICs.

Understanding P203 N29 - Batang Air State Seat of Lubok Antu, Sarawak

Where is the P203 N29 state seat Batang Air on the map? How big is it? How many voters are there? How have they voted previously? Isn't Malaysia's largest hydroelectric dam called Batang Ai Dam?

Batang Air, traditionally known as Batang Ai, is about 200km east of Kuching and less than 100km south of Sibu, in Sarawak. It includes the western end of the central Sarawak mountain range as well as a small portion of river valley. It used to be called N25 in the 2001 state election, but has since been renamed N29.

Batang Air contains Batang Ai Dam, the largest operating hydroelectric dam in Malaysia, only waiting to be eclipsed by the unfinished and infamous Bakun Dam.

To the south, Batang Air borders Indonesia by over 100 kms. To the west, Batang Air is limited by highways No. 2109 and No. 1. To the north of Batang Air is N28 Engkilili DUN, the other DUN under P203 Lubok Antu. The eastern half is covered by mountain range. See map at WikiMapia.org.

More than 1/2 of Batang Air is mountainous, and very difficult for MAFREL observers to cover.

Batang Air is also a huge area. We crudely estimate it to be 1,500 sq km; Batang Air looks about 75km wide and average about 20 km deep, based on WikiMapia.org satellite map and Wikimapia.org terrain map (right), and constituency map. This will make Batang Air DUN roughly 1.5x Penang state (1,046sqkm), 2x Perlis (810sqkm), 30x Putrajaya, and 6x KL FT. That is 1/4 the size of Brunei (5,765sqkm), and 2x of Singapore (710sqkm)! Note the relative size of Singapore and of part of Johor in the map to the right, as compared to Batang Air. (updated Mar 27)


Mostly hilly and jungle area, with about 100km of winding border adjoining Indonesia too!

Voters Summary. Table A shows that Batang Air is a small DUN constituency with about 8 thousand voters. This contrasts sharply with Kedah's N25 Bukit Selambau, which is also a state seat but which contains about 35 thousand voters. A vote in Batang Air is equivalent to more than 4 votes in Bukit Selambau! (There goes the one-person-one-vote principle.)

Batang Air contains:
  • 7,963 non-postal voters and 43 postal voters, totaling 8,006 voters.
  • has 24 DMs (Daerah Mengundi, voting district), and 24 TMs (Tempat Mengundi, voting station),
  • Most of the DMs and TMs have only 1 saluran (voting stream) for voting (except 203/29/02, which contains 2 salurans)
  • Therefore, in total, there are 25 salurans
  • Separately, we have calculated that most of the salurans are small. Min size is 75 voters, max size is 673 voters

Past Election Results

The current by-election at Batang Air is at the state (DUN) level. Batang Air faced state election in 2001 and May 2006, and parliamentary elections in March 2004 and March 2008. There was a seat delineation before the 2004 GE, and Batang Air has been re-numbered from N25 to N29.

Understanding P014N25 - Bukit Selambau State Seat, Kedah


Where is the P014 N25 state seat Bukit Selambau? What do the maps look like? How many postal and non-postal voters are there now? How have voters there voted?

Foothill rubber plantations

Bukit Selambau (N25 ) is one of two state assembly seats under the Merbok parliamentary seat (P014) in southern Kedah. Bukit Selambau is located east of the coastal highway No.1, and east of the old rail road and two golf courses. It is is northeast of Sungai Petani, hence has a couple of industrial areas to its south. See Wikimapia.org map of highways.

Bukit Selambau is centered on a low hill east of Gunung Jerai and west of middle-section of Sungai Muda (where it runs north-south), which itself skirts the west of the Malaysian-Thai border mountain range.

Bukit Selambau's slopes and proximity to railroad and its northwest-peninsula's drier seasons historically made it a rubber plantation area with large ethnic Indian descendant population of rubber plantation labourer. This background is reflected in many locality names, and the non-specific voter addresses without house numbers, an issue we will discuss in later blog entries. The two maps on the right show the state assembly and parliamentary seats in Kedah state. Source is http://undi.info.


Table A below shows that:

  • N25 Bukit Selambau is a state-assembly-level (DUN) constituency, as opposed to the other parliamentary seat of Bukit Gantang in Perak (with 3 DUNs).
  • Bukit Selambau is a large one for a state-level seat, with 35,125 voters. In contrast, the largest DUN in Bukit Gantang has only nearly 25 thousand voters . Sarawak's Batang Air DUN by-election will involve only about 8 thousand voters.
  • There are 22 DMs (Daerah Mengundi, voting districts).
  • There are 22 TMs (Tempat Mengundi, voting stations), which means there are no sharing of voting stations across voting districts. This also means NGOs need to send at least 22 observers to just cover each voting station with one person.
  • There are 64 voting streams, typically a voting classroom.
  • Not shown in the table: Of the 15 postal voters, 10 are police personnel in 2 police stations. Five are absentee voters currently not living locally.

Understanding P059 - Bukit Gantang Parliamentary Seat, Perak


Where is P059 Bukit Gantang? What do the maps look like? How many postal and non-postal voters are there now? How have voters there voted?
P059, or the parliamentary seat Bukit Gantang of Perak, is located south and west of Taiping. Of the three state assembly seats (DUN), N13 is a sea side estuary famous for its crab and seafood, hence the name Kuala (river mouth) and Sapetang (crabs). Table A shows that in P036, the Bukit Gantang parliamentary constituency:

  • there are 3 DUNs or state assembly seats: N13 Kuala Sapetang, N14 Changkat Jering, and N15 Trong
  • there are 38 DMs, or Daerah Mengundi, voting districts
  • but there are only 32 TM, Tempat Mengundi, or voting stations (because 5 sets of DMs share the same TMs).
  • This means NGOs need 32 observers to station at least one at each place.
  • there are 111 Salurans, or voting streams (rooms), with the most in Changkat Jering.
  • total voters number 55,426 excluding postal voters.
  • There are another 136 postal voters,
  • total voter count is 55,562.
  • Changkt Jering has the most number of voters, nearly 25 thousand.
  • Trong has the smallest number of voters, at 10,743. But it has the largest area, seen from the map below.

Understanding P036 - Kuala Terengganu Parliamentary Constituency

What does the KT parliamentary seat look like on map? What are the state assembly seats (DUN)? How many voters are here and how have they voted in the past?

Background: Kuala Terengganu is a large parliamentary seat with 80,229 voters, split into four state assembly (DUN) seats. KT is larger than Permatang Pauh (P044), which contained 58,459 voters and 3 DUNS, where a by-election was held recently in August. The neighboring Marang (P037), green color in the map, is the only parliamentary seat held by PAS and the Opposition.

Under KT P036 itself during GE12, however, PAS won three out of the four DUNs, ie, N13 (Wakaf Mempelam), N15 (Ladang), and N16 (Batu Buruk), except N14 (Bandar). See http://undi.info/state/kt/2008/states.html. PAS won 8 out of the 32 DUNs in the state of Terengganu.

Understanding Permatang Pauh P044 (updated 19/8/08)

Permatang Pauh parliamentary constituency (P044) is a large seat in the middle of Seberang Prai, stretching from roughly east of the north-south express way to the Kedah border. It contains 58,459 voters.
