Old Folks at Home

Which state will make the Guinness Book of Records for the most number of elderliest voters in the world?

We searched SPR's electoral roll gazetted on 2008 Feb 5 and used in General Election held on Mar 8. Table A lists our count of voters older than 80 years of age, segmented by age groups, and broken down by states. Table B lists enough basic details on 414 voters born in or before 1888 to help you monitor them through SPR's voter verification Webpage. Table A shows that:

• 414 voters were born before 1889, ie, they are 120 and more years old (See Table B).
  
• 888 voters were born 1889-1898, ie, 110-119 years old.
  
• 10,867 voters were born 1899-1908, ie, 100-109 years old.
• 43,116 voters were born 1899-1908, ie, 90-99 years old.
• 200,852 voters were born 1899-1908, ie, 80-89 years old.


• In total, there are 12,169 voters born on or before 1908 or before, ie, 100 years or older.
• There are 256,137 voters born on or before 1928, ie, 80 years or older.


• Sabah takes the overall record with 2,851 voters over 100 years old
  
• But Johor has the most voters (85) over 120 years old.

Additional notes:

• To be fair to the SPR, 12,169 voters over 100 years old are only 0.11% of all 10,922,139 voters.


• But then there are 256,137 voters who are 80 years old or older. This is 1/4 of a million. Although our improved living standards mean we are blessed with many healthy octogenarians, voters over 80 years old are also likely to find it increasingly difficult to vote, and become vulnerable to identity thefts.
• Tentative conclusions:
  
• SPR needs to make further efforts to ensure that older voters can vote. This is especially necessary when two or more voting districts (DM) are sharing the same Tempat Mengundi (TM, voting station/center), and the elderly voters from the second or third DM are forced to go upstairs because the first DM has used up the "saluran" or classroom downstairs. • Election observers also need to take special care to check that older voters' ICs are not abused by phantom voters.
  


• Compared to the rate of voters deletion due to death ( Penandaan Pemotongan - Kematian, Malvu code 33) of 16,651 voters in 2007q4 and 18,548 voters in 2008q1 (see earlier post Dead Voters Society Membership Reduced), there is still some way to check and verify with the National Registration Department (IC department) when considering the large number of 256,137 voters over 80 years old, or 200,852 voters over 90 years old.
  

Thanks to Nek Yah for SPR's new-found humility

• There was a history to SPR's reduced cockiness these days, when denying that the electoral roll is imperfect. The National Registration Department usually takes the blame now.
• The story began when MAFREL (Malaysians for Free and Fair ELections) was observing Sarawak's state election in May 2006.
• The NGO found an underaged voter. MAFREL believed that her IC number of 981231-13-0218 showed that she was 8 years old. Lo and behold, that was a mistake ...


• The SPR came out charging, vehemently denying the imperfection in SPR's electoral roll as Bernama reported:
  • "'The voter found to be under-aged in the electoral roll is Sadiah Taha who was born in 1898. All these details were verified by the National Registration Department,' Abdul Rashid told reporters, here Wednesday."
  • "'Mafrel's allegation pertaining to Sadiah was ill-intended. It was an insult to the EC,' Abdul Rashid said."
  • "According to information provided by the EC, Sadiah will vote at the Sekolah Kebangsaan Perbandaran Sibu in Jalan Bandung, Sibu, in the polling district of Ilir Nangka in the polls on May 20., and that the voter was indeed 108 years old and will come out to vote on voting day."


• Alas, MAFREL coordinator Ong Boon Keong took a bus to Ilir Nangka to check personally. The rest was reported by Bernama as follow:
  
  • "Meanwhile, the oldest voter in the electoral roll, Sadiah Binti Taha, of Kampung Hilir here, recorded to be 108 years, will definitely not be voting in this election -- she died almost 30 years ago."
  • "EC chairman Tan Sri Abdul Rashid Abdul Rahman explained that the agency was dependant on the National Registration Department (NRD) for information on people who had died when revisions were made to the roll."
  • "Sadiah's family members when approached by Bernama here, said that they had informed the NRD about her death."
  • "Her nephew, Mohd Amin Jenal, 90, said the family did not realise all this while that the name of Sadiah, whom they called Nek Yah, was still in the list until a story about it was published the newspapers three days ago."

A list of 120+ year-old voters by location

• Because of the space constraint, we should probably only list 414 voters who were born in 1888 or before.
• We will not display the voter names to reduce unnecessary exposure of voter privacy, but only list the locality code, Tahunlahir, and IC.
• They are ordered by locality code. Election observers can trace their whereabouts, by looking up for more information provided on SPR's voter verification Web site, based on electoral roll gazetted on 2008 Feb 5.
