KT Has 143 Voting Streams with Uneven Sizes, in 36 Voting Stations

We list KT's 36 voting stations (TM), 143 voting streams (Saluran), and the maximum number of voters that can appear in a vote tally. Two oldest voters pushed to the end of queue?

This list can help us to:

  • anticipate the voting day crowd and traffic at the TM (Tempat Mengundi, voting station),
  • allocate observer teams to each TM,
  • monitor the maximum number of votes that can be tallied at each TM and stream.
  • (A voting stream or Saluran) is one of several rooms monitored by polling agent inside a TM.)
Notables about Kuala Terengganu by-election roll gazetted 2008 Dec 5:
  • 2 pairs of DMs share the same TM.
  • One of these pairs are located across two different DUNs (One DM in Bandar DUN and one in Wakaf Mempelam DUN share the same TM).
  • There is large size difference in TM, ranging from 975 to 3,747 voters.
  • There is large size difference in voting streams, ranging from 350 to 763 voters.
  • The 2 oldest voters have been pushed to the end of queue!

Overview
: Table A shows that KT contains:
  • 80,229 voters, comprising 79,194 regular voters and 1,035 postal voters,
  • 4 state assembly seats (DUN) and 38 DM.
  • 36 TM, because 2 pairs of the DMs share the same TMs.

Note: Note: One of the TMs under Bandar (Sekolah Kebangsaan Pusat Chabang Tiga) is shared with and counted under Wakaf Mempelam.

Table B lists voting stations, count voting streams and voters.
  • Losong Datok Amar (DM 036/13/03) and Losong Penglima Perang (DM 036/13/04) share the same TM of Sekolah Kebangsaan Bukit Losong, probably because they are located near each other.
  • This increases the size of Sekolah Kebangsaan Bukit Losong as a TM to 2,736 voters in total.

  • Oddly, Seberang Baruh (DM 036/13/06, under Wakaf Mempelam DUN) and Tok Ku (DM 036/14/01 under Bandar DUN) share the same TM of Sekolah Kebangsaan Pusat Chabang Tiga. It is potentially confusing to share the same TM across 2 DUNs, even though this by-election does not involve voting for state assembly representative.
  • This increases the size of Sekolah Kebangsaan Pusat Chabang Tiga as a TM to make it one of the largest TMs, totalling 3,358 voters.
  • The red text in the table below indicate shared TMs and larger TMs.

  • Please help out by marking these TMs on WikiMapia.org at this URL, so that we can link to them all.

Table C shows changes to two oldest voters' NoSiri and Saluran:
  • There are only 2 voters in the whole KT who were born before 1900. They are listed in the table below. Our write up on older voters in KT is here.
  • Oddly, these 2 voters who had both been given the NoSiri of 1 in the GE12 electoral roll (gazetted 2008 Feb 5) have now been moved to the last of the NoSiri.
  • They now have the NoSiri of 1074 and 1987 respectively.
  • They have also been moved to the later voting streams of 2 and 4.
  • All other voters born from 1990 onward were not affected in the same way.
  • Had there been higher floors in the voting stations (TM), these elderly voters might have been forced to climb upstairs to vote!
  • Hopefull, Kuala Terengganu schools have ample spaces and these Saluran 2 and 4 are located on the ground floor.

Table D lists all voting streams (Saluran) in KT and the number of voters assigned to each:
  • This list is useful as a final check against voting day tally, for each voting stream, to assure tallies stay within the registered voter per stream.
  • The maximum number of voters per stream is 763; there are only 2 such streams.
  • The minimum number of voters per stream is 350.
  • The range varies widely among streams.
  • Our check of 2008 Feb 5 electoral roll (GE12) shows the maximum number of voters per stream then was 699 in KT, in Batu Buruk DUN.
  • Our check of 2008 Feb 5 electoral roll (GE12) also shows Sarawak (followed by Selangor) to have the largest number of voters per stream, up to an astonishing 3,956 voters per stream at 216/57/04 (Sarawak>Hulu Rajang>Belaga>Asap>TM Rumah Kulit Daerah Kecil>Saluran 1)

Electoral Roll Gazetted 2008 Feb 5 - An Overview

How many parliamentary seats, DUNs, DMs, voting stations, localities, and voters were there in the electoral roll gazetted on 2008 Feb 5, used in GE12?

We should round up basic statistics about the latest gazetted voters list, before investigating the curious phenomena, such as, 120-year-old voters, states with 80%-90% voters without house number, big army camps, IC numbers that do not match gender info, etc.

Basic facts - the electoral roll gazetted on 2008 Feb 5 contains information on:

  • 10,922,139 registered voters.
  • 16 states (Negeri) - including 3 federal territories.
  • 222 parliamentary seats

  • 576 state assembly seats or DUNs.
  • We will list all parliamentary and DUN seats in another blog entry.
  • Note that 13 parliamentary seats of federal territories do not have DUN seats - poor folks.
  • Note also that 5 pairs of DUNs use the same names, listed in the table below.

  • 7,231 voting districts or Daerah Mengundi (with one error and 338 same-name DMs).

  • SPR probably intended to have only 7,230 DMs, except for one small mistake.
  • There was a single-girl-district-code, on an air field, in 0745011024. This DM shares the same parliament/DUN/DM name (Perak/Lumut/Sitiawan/Astaka) with 074/50/02, but has its own code of 074/50/11 and has only one voter and a single-voter locality (locality name: TMN LAPANGAN TERBANG. locality code: 024). We will cover this in the next blog entry "The Single Girl District".

  • There were 338 DMs sharing the same name (but are actually distinct DMs with different codes). So there are only 6,733 unique names for DMs. There is probably nothing sinister here, because many places sharing similar common names. For example, "Simpang Tiga" represents 9 different DMs, and "Bandar" was used 7 times. The list is too long so we will post these common DM names in a later blog entry "338 Duplicate Names for Voting Districts (DMs)." The single-girl-district of Perak/Lumut/Sitiawan/Astaka is one of the cases counted here.

  • 6,900 voting centers or TM (Tempat Mengundi) by one count.
  • TM is normally a school or a town hall you go to to vote in.
  • One TM can be used by one to five DMs.
  • We have to be a little careful with this counting of voting centers.
  • There are 70 TMs called "POS" used across the country, under different DUNs.
  • There are only 6,676 unique names for voting centers because many different TMs across the country coincidentally use the same name, such as "POS" and "SEKOLAH KEBANGSAAN BANDAR" which appears 7 times or "SEKOLAH JENIS KEBANGSAAN (C) CHUNG HWA" which appears 6 times.
  • These are different voting centers of the same name, and each voting center can in turn be shared by several DMs.
Table B: These 4 distinct TMs have the same name, and are shared by 7 DMs

  • 94,801 localities, according to Kodlokaliti, an SPR data field.
  • However, there are only 81,340 locality names, because many distinct localities share the same name. They include Pemilih Tak Hadir or locality code 801 (appears 722 times), Polis (313), Berek Polis (169), Main Road (81), Kg Baru (76), Police Compound (75), Kg Tengah (60), Jln Besar (59), Jalan Besar (58), Kawasan Polis (51), Jalan Pasar (46), Rumah Murah (39), Jalan Sekolah (38), Kg Masjid (35), Labourers Lines (34), Kwsn Polis (34), and Barek Polis (33).
  • Note the inconsistent usage of "Main Road" and "Jalan Besar", or "Jln" and "Jalan", "Kawasan" and "Kwsn", "Barek" and "Berek".

  • NoRumah and blank information: Under each Lokaliti or locality, SPR data contains a field called NoRumah, or house number. The problem is in some states, such as Kelantan, 90% of voters do not have NoRumah information. We'll explore this topic in a later blog entry.

  • Each NoRumah can contain several voters. The problem is that even where NoRumah is non-blank, there can be hundreds of voters sharing the same NoRumah. We will also explore this topic in another blog entry later.

  • In total, there were 10,922,139 registered voters in this electoral roll gazetted on 2008 Feb 5.

  • Note that while data for most parliamentary constituencies were updated to 2007q4 (2007 Dec 31), some consituency updates were disputed. So for constituencies such as P049 (Tanjong, PP), the voter data used was apparently only up to 2007q3 (2007 Sep 30), with some adjustments made for cross-constituency voter movements.

How do these locality divisions relate to one another?

The chart below outlines the hierarchical relation of these geographical/location divisions used by the SPR. Note that under DM, there are 2 possible methods of division.

Table C: Geographical Data Structure
SPR's Locality Organization Structure
Parliamentary seat

DUN: State assembly seat

Daerah Mengundi or DM (Several DMs can share the same TM or Tempat Mengundi)

Lokaliti: Locality, street, army camp, police quarters

NoRumah: House number, many blanks

TM or Tempat Mengundi (normally a school, or town hall)

Saluran: Voting streams (normally a classroom in a school)

(a) For voting purpose, one or several DM (Daerah Mengundi) is associated with a TM (Tempat Mengundi, often a school), which is in turn divided into Saluran (voting stream, often a classroom in the school).

Old folks' problem: Since voters within a DM are arranged by IC numbers, lower-number hence older voters tend to list in front, and are assigned to the first Salurans, which are often the lower-floor classrooms. This physically helps the older voters. However, this system apparently breaks down when 2 DMs are assigned to the same TM, where the second DM may start at a saluran/classroom on the second or third floor of the same TM/school. In other words, where more than one DMs share the same TM, older voters from the second DM are likely to be assigned to the higher-floor saluran/classrooms.

(b) For SPR internal data base purpose, each DM is further divided into "lokaliti" (a locality is a street, an army camp, a police quarters, etc). Under each lokaliti, the next level of details is NoRumah, or house numbers. But a locality may not be a street, but a community or a cluster of minor streets.

Oddities in Old IC Numbers (ICLama)

A voter's old IC number should be a 6- to 7-digit number, such as 7654321, and sometimes prefixed by an alphabet, such as, A1234567. But odd numbers lurk around ...

SPR needs to go through its electoral roll to filter out a small number of inconsistencies and errors in voters' old IC numbers. The data and tables below are based on the electoral roll gazetted on 2008 Feb 8 (the one used in GE12).

Although ICLama (old IC number) is less important than the new IC, these inconsistencies could indicate other errors such as input procedure, checking, updating, training, or other problems. However, the errors may have originated from the IC department.

  • Table A: Some oddities are subtle, like an alphabet at the end of ICLama.

  • Table B: Some ICLama are obvious errors, like "KG" and "JALAN...".

  • Table C: Other obvious errors include having a "+" at the end of ICLama.

  • Table D: There are other mundane inconsistencies, such as input of the text "NULL" (not just computer-specific NULL value) in the place of ICLama.

  • Table E: There are also ICLama shorter than 7 digits.

About Table A - Old ICs (ICLama) ending in an alphabet

  • There are only 5 cases of these errors out of over 10 million voters.
  • These exclude cases from Tables B (nonsense text), C (+), and D (NULL).
  • The case of old IC 2320937I is especially subtle, since the ending "i" looks like "1" (one).

  • You can confirm this problem by looking up these voters on SPR's voter verification page. Our data are from the 2008 Feb 5 gazetted set..
  • We have left out voter names (Nama) to avoid unnecessarily exposing voters' privacy. But we display the Kodlokaliti and NoSiri to further help you confirm these cases if you are using SPR-published Access file or hard copies.
  • NoSiri is a temporary number assigned to a voter, according to his or her listing order within the voting district, and runs from 1 to a few thousands. Within a DM (voting district, daerah mengundi), a voter is arranged by new IC number, and then assign a NoSiri. NoSiri will change for each edition of electoral roll, because a new registrant, eg, may have an IC that queues before other voters.

About Table B: Obvious Text Error in Old IC
  • We found only 8 cases out of over 10 mil voters where the old ICs are input with non-sense text, such as "6NULL" or "JALANMAH".

About Table C: Old ICs ending in "+"

  • We found 113 cases of old ICs ending in "+" (plus sign) in the 2008 Feb 5 electoral roll.
  • You can confirm this problem through SPR's voter verification Web page, but you need to input the new IC number, because SPR's Web page will not accept any input of old IC number ending in "+" (a non-alphaneumeric character).
  • We have left out voter name (Nama) to avoid unnecessarily exposing voters' privacy. But we display the Kodlokaliti and NoSiri to help you confirm these cases using SPR-published Access file or hard copies.

About Table D: Inconsistent input of the text "NULL" in old IC (ICLama)

  • There were 29 voters with ICLama text value of "NULL"

  • Normally, where ICLama value is not available, ICLama info for a voter in SPR's database is left blank. Further, a database may store a special data type or value called "NULL" meaning "nothing." But in these 29 cases, SPR staff appear to have actually input "NULL" as a text string into the data base.

  • You can confirm this problem through SPR's voter verification Web page.

About Table E: Old IC Numbers (ICLama) shorter than 7 characters

  • The old IC numbers should have 7-digits, sometimes prefixed by an alphabet, such as A, H, R, T, etc, such as A1234567. Many early civilian ICs only have 7 digits, without a preceding alphabet, such as 7654321. Sometimes, a number that start with 0 (zero) can be truncated, giving rise to say T0123456 > T123456. This can cause duplicate registration problem, which we will discuss later. In any case, any ICLama shorter than 7 characters (including alphabet) indicate possible errors.

  • We found 176 cases of Old IC numbers having fewer than or 6 characters.
  • These exclude cases from Tables A (ending in alphabet), B (nonsense text), C (+), and D (NULL). If we include those cases, there are 213 Old IC numbers having fewer than or 6 characters.

  • You can confirm this problem through SPR's voter verification Web page, searching for either the new or old ICs.
  • We have left out voter name (Nama) to reduce the exposure of voters' privacy. But we display the Kodlokaliti and NoSiri to help you confirm these cases if you are using SPR-published Access file or hard copy electoral rolls.

An intro to SPR's electoral roll data table

How is SPR's electoral roll organized?

SPR distributes the electoral roll that changes roughly every quarter for a total charge of about RM44,000 (0.4 sen per voter name). The data can be obtained in these formats: Hard copy, PDF softcopy, or MS Access database files.

The PDF and hard copies are arranged in a printer-friendly "report" - essentially smartly-designed output from the database. The data in the PDF and hard copy format are split into parliamentary constituencies, then state assembly seats (DUN), then voting districts (Daerah Mengundi, DM). Within each DM the voters (up to a few thousand) are assigned their temporary NoSiri, from the lowest to the highest IC number within that DM.

The MS Access formatted data file is a large flat table of data, comprising 17 columns of data, and as many rows as there are voters. Instead of one big file of 10.9 million voters, the data are usually split into individual files for each state or federal territory. This blog entry discusses the outline of this flat table.

This is a screenshot of the 17-column flat data table. This view was created in a program called phpMyAdmin, but any other database interface programs will have a similar outline.

SPR's electoral roll data gazetted for 2008 Feb 5 contains 10,922,139 rows or records, or number of voters. Presented in the MS Access database format, it has 17 fields (columns) of information per voter. The 17 fields are shown below, with MALVU's explanation.

Further comments:
  • NoSiri is a temporary number assigned to each voter, according to his or her listing order within the voting district (daerah mengundi, DM), for a particular update of the database. It runs from 1 to a few thousands. Within each DM, voters are arranged from the lowest to the highest new IC number, and then each is assigned a NoSiri. NoSiri will change for each edition of electoral roll, because a new registrant, eg, may have an IC that is inserted anywhere within the DM list.

  • IC, or the new IC number, is always 12-digit in length, and is the most important column.
  • SPR has apparently made IC a "unique key," which in database parlance, means there can be only one occurrence of any IC. SPR's database program probably ensures that duplicate "exact" IC input cannot be accepted.
  • The IC column cannot contain NULL or blank value. SPR has apparently programmed its database to always have a 12-digit number under the IC field.
  • Our guess is that around mid-2007 or whereabout, SPR had gone through a "cleaning" campaign to eliminate all voters without new IC number, for reason of incomplete data ( Penandaan Pemotongan - Pengenalan Diri Tidak Lengkap, or MALVU code 31)

  • Duplicate IC? There is a persistent question by election monitoring NGOs: If we searched the entire nation's voter database, will we find one voter registered in 2 places? IC is the most natural search criteria because of its uniqueness.
  • We have searched the entire 10.9 million+ country-wide electoral roll of 2008 Feb 5, and found zero duplicate "exact" IC.
  • However, the electoral roll does contain at least 770 sets of "twin" or similar ICs, which we will cover later in another blog entry. An example is the co-existence of something like T0123456 and T123456.
  • This means any duplicate registration of voters - if there is any - will have to be done through different or variations of IC numbers.

  • Objection, possible duplicate from delayed gazzette? How does SPR handle duplicity that can arise from delayed-gazette of some constituencies? To illustrate this problem, consider this. Say IC#123456789012 has moved out of parliamentary seat P049 and into P048 (a few kms away) during 2007q4. However, P049-2007q4 roll was disputed and not gazetted in 20080205 roll; P049-2007q3 was gazetted instead. Now potentially we have this voter listed in P049-2007q3 and P048-2007q4, both gazetted for electoral roll 20080205. It seems SPR's solution is to delete IC#123456789012 from one of the quarter roll, before merging it into the gazetted 20080205 roll, to avoid duplicate. We will cover this topic in another blog entry.

  • ICLama, or old IC Number is less important but helps confirm identity. It can be left blank.
  • There are a number of errors and inconsistencies in ICLama, which we will list in the next blog entry on old IC numbers.

  • Nama is the data field / column for input of voter name.
